李荣安教授

中原教育发展研究中心成立于2017年10月份，中心依托教育学院，现有专任研究人员11人。其中，教授2人，副教授3人，博士后1人，10人具有博士学位。

中原在历史上是中国的政治、经济、文化和交通中心，自古便有“得中原者得天下”之说。现今，产业向中西部转移，中国经济发展新常态，以及“一带一路”战略的实施，使中原地区发展对中国整体发展具有巨大的战略发展价值。“中原经济区”的成立，正是国家对中原地区战略价值的肯定。2017年，郑州大学入选“世界一流大学”的建设行列，体现了国家对中部崛起战略的深厚期望，和对创造中部经济增长引擎的迫切需求。要实现崛起，中原地区必须打造高素质人口、建设高端人才队伍。

中心主任李荣安教授现任郑州大学教育学院讲席教授，前香港公开大学副校长与比较教育学讲座教授。曾任联合国教科文世界比较教育联合会（WCCES）主席、新加坡国立教育学院教育研究院院长与教育学教授、澳大利亚悉尼大学教育学教授暨国际发展总监、香港教育学院（现称香港教育大学）比较教育学讲座教授暨首席副校长、基础教育学院院长、社会科学系主任、公民教育中心主任；香港大学教育学院副院长、香港大学比较教育研究中心主任。

顺应此时代背景，中原教育发展研究中心成立并提出了“中原教育区”的概念。以建设“双一流”大学为切入点，探讨构建具有时代精神和中原特色的高等教育体系，以期利用各方政策利好、兑现人口红利，增强中原地区竞争力，提升中原地区人民福祉，早日实现中原崛起。中心的核心学科方向将集中于：中原教育区的可行性、中原教育发展提升为智库型的研究，务求助推国家发展、从区域比较中摄取成功经验、促进高端人才流入等人口流动的战略研究。中原教育发展研究中心的专家学者将会运用他们在教育经济、教育战略发展、教育政策和比较教育等领域的专业知识，针对上述问题进行深入研究，致力于成为地方政府及中央政府的智库，力求使中原教育发展成为中国教育的重要窗口和指路明灯。

An introduction to Education Development & Research Center of the Central Plains

Established in October 2017, Education Development & Research Center of the Central Plains is attached to School of Education, Zhengzhou University. This center now employs 11 full-time researchers, including two professors, three associate professors, and one postdoc. Of these researchers, ten hold a doctor's degree.

The Central Plains was the political, economic, cultural and transport center in Chinese history. Since ancient times, there has been a saying, "The one who dominates the Central Plains will finally conquer the whole country". Today, in China, industries start to move to central and western regions, economic development has entered a period of new normal, and the Belt and Road Initiative  is pursued. In these situations, the development of the Central Plains will have great strategic value to overall development of the country. The establishment of the Central Plains Economic Region indicates that the State affirms the strategic value of this region. In 2017 Zhengzhou University was placed on the construction list of "world-class universities" in China. This reflects the State's great expectation for the strategy of the rise of Central China and urgent demand for creating the growth engine of Central China. To realize such rise, the Central Plains region must build a high-quality population, and a high-end talent team.

In the context of this era, Education Development & Research Center of the Central Plains was founded, and the concept of "Central Plains Education Region" was proposed. Relying on the "Double First-Class" university project as a breakthrough point, this Center will explore the construction of a higher education system with the spirit of the era and features of the Central Plains in order to increase the competitiveness of this region, improve its people's well-being, and thus achieve its rise early by using favorable policies and realizing demographic dividend. The Center will focus on research on the feasibility of Central Plains Education Region, and the transformation of Central Plains education studies into a think-tank topic. It seeks to boost national development, learn successful experience from regional comparison, and promote the inflows of high-end talents, and address other strategic research on population mobility. Taking advantage of their professional knowledge in educational economy, educational strategic development, education policy, and comparative education, experts and scholars at the Center will conduct in-depth research on the above issues, and devote themselves to making this Center the think-tank of the central and local governments, and making the Central Plains the leader and benchmark in education industry.
